Municipalities appear to becoming a major killer of the economy: By not paying Eskom they are crippling Eskom and pushing up tariffs for paying customers, crippling fibre roll-outs through expensive wayleaves, many have broken water treatment plants, not collecting garbage, and making it unattractive for businesses to thrive. I understand they may be struggling but it is really about going back to basics and ensuring the basics are right (not funding soccer clubs etc).
