In other words, City Power has failed over the years to spend the capital required to keep up with demand by installing new equipment, and of course maintaining existing equipment.

This a direct example of the Joburg Metro Council's dire incompetence.

Increasing your consumption by up to 110% is unacceptable whillst most of us( hopefully) are trying to kerp the lights on.
The power utilities have managed to avoid loadshedding for more than two months, lets not pull the rug from under their feet, especially if you're a freeloader expecting someone else to pay your bills for you!
