Let us also not forget that Microsoft (used to) leverage not paying VAT in SA to undercut all the other companies within SA who paid VAT, including Oracle. Despite having a local presence with offices in the country, they billed from Ireland only in US$. I never understood this as Oracle had offices in SA but they billed in Rands with VAT added. Imagine paying your SA staff in US$. But a lot of this was also government’s own fault, as the issues were reported but never enforced.
